Delhi Janlokpal Bill
Aam Aadmi Party resolves to legislate the Delhi Jan Lokpal Bill after coming to power. This will ensure a time-bound investigation in matters of corruption. The Delhi Lokpal will have the power to initiate investigations and prosecution against those charged with corruption. A Citizens’ Charter shall be introduced in all government offices in Delhi. Whistleblowers will be provided protection and awarded for their contribution toward creating a just system.

The Delhi Legislative Assembly on passed the Janlokpal Bill on 4th December 2015, incorporating suggestions of Anna Hazare. The bill provides for an ombudsman with powers to act against any government functionary including those of the Centre even as chief minister Arvind Kejriwal warned the NDA dispensation against any move to put a spanner on making it a law. However, the BJP led Central Government returned the Jan Lokpal Bill, along with 13 other bills that were passed by the Delhi Legislative Assembly. This was another case where the BJP, through the Lieutenant Governor, engaged in political partisanship and has tried to defeat, what is perhaps the strongest anti-corruption law in the country. On November 27, 2015, the Delhi Assembly passed a set of amendments to the Delhi Right of Citizen to Time Bound Delivery of Services Act. The amendments, moved by the current Aam Aadmi Party Government in Delhi, effected key changes in the rights-based legislation, making it much more citizen friendly than before. Earlier, the onus of proof and of demanding compensation for the delayed delivery of services was upon the citizen. With this amendment, the onus for both would fall upon the “competent officer”, who will be in charge of paying the compensation to the citizen as well as ensuring it is deducted from the salary of the officer responsible for the delay.

Delhi assembly on Friday passed the Janlokpal Bill, incorporating suggestions of Anna Hazare, which provides for an ombudsman with powers to act against any government functionary including those of the Centre even as chief minister Arvind Kejriwal warned the NDA dispensation against any move to put a spanner on making it a law. Kejriwal termed it as a "historic moment" for the Janlokpal movement and offered his tribute to veteran activist Hazare recounting his days with the 2011 India Against Corruption (IAC) movement. The bill received 64 votes in its favour in the 70-member Delhi assembly.

Proof

All Delhi government departments have been made to submit their updated citizen's charters, with penalties for failure to deliver on promises made.
