Build 2,00,000 Public Toilets
AAP will build two lakh toilets across Delhi: about 1.5 lakh toilets in slums and JJ clusters and 50,000 toilets in public spaces, of which 1 lakh toilets will be for women. These toilets will be concentrated in public spaces and slum areas. We will construct eco-toilets to save water.
Project Updates

There are 675 JJ bastis in Delhi having more than 3 lakh jhuggisin which about 15 lakhs population is residing. DUSIB has prepared Open Defecation(OD) Free plan of action to make these JJ bastis open defecation free. During April 16 a survey was conducted by DUSIB and 253 OD spots at 216 locations were identified. DUSIB has carried out gap analysis as per SBM guidelines to provide1 seat per 30 persons which was earlier 1 seat for 50 personsas per old norms. As per gap analysis 17846WCs are required to make these bastis OD free.DUSIB has planned to construct more than 15000 WC seatsas per requirement and feasibility. 4119 WC seats were added/renovated in JJ Bastis during 14.02.2015 to 31.03.2016. 1683 WC seats were added/renovated in JJ Bastis during April 2016 to Oct.2016. 495 WC seats were added/renovated in JJ Bastis during Nov.2016. 945 WC seats are being added/renovated in JJ Bastis on 10.01.2017. 7000 WC seats will be added/renovated up to March 2017. 5000 WC seats will be added during 2017-18.

Deputy Chief Minister Mr Manish Sisodia on Saunday inaugurated 495 community toilets across Delhi in a major step towards making the national capital open defecation free and announced that the Delhi Urban Shelter Improvement Board will complete its ambitious target of setting-up 10,000 community toilets by 31st march (end of the current financial year). Mr Sisodia along with the Urban Development Minister Mr Satyendar Jain, DUSIB CEO Dr VK Jain and other senior officials, visited community toilets at Z-Block, Loha Mandi, Naraina Industrial Area and Chander Shekhar Azad Colony, Wazirpur Industrial Area to inaugurate the community toilets in Jhuggi Jhompri Bastis of these areas. These toilet complexes were taken over from the MCD and were in dilapidated conditions, which were renovated for public use with good specifications. Speaking on the occasion, Mr Sisodia said that this will help people living in slums to ease out with dignity and make their bastis open defecation free zones. These community toilets are located in Wazirpur, Model Town, Moti Nagar, Jangpura, Kamla Nehru Camp, Kirti Nagar, Jeevan Nagar, Rajinder Nagar, Matiala and Timarpur. DSUIB has already provided 4119 toilet seats last year and this year, to make the JJ Clusters defecation free, it will has provided 10,000 toilet seats. Mr Sisodia said on the occasion :“To eradicate poverty, we have to ensure there is cleanliness. Contractors should now ensure that the cleanliness of these toilets is maintained at all times. By March 2017, Delhi should be firmly on track to ensure it is open defecation free.” Speaking on the occasion, Urban Development Minister Mr Satyendar Jain said : “It is good that these toilets will be shown under the Swachh Bharat Abhiyan. Our main aim is to provide the people with a good service.” DUSIB has launched a drive to improve the quality of maintenance, repair, up-gradation of the existing toilets in JJ Bastis and augmentation by constructing new toilets@ 1 seat for 30 persons as per Swachh Bharat Mission norms to make these bastis open defecation free. DUSIB has carried out a survey with the help of its engineering team which went around in all the JJ Bastis from 5AM to 8 AM on three consecutive days and 253 open defecation spots were identified. Accordingly, a gap analysis was carried out and more than 15,000 toilet seats are required to make JJ Bastis open defecation free. There are 17405 toilet seats already available including nearby MCD toilets which serve the Slum population. DUSIB has made functional 4119 toilets (Renovated/new) during the current financial year 2016-17, the community toilets have already been made functional and by the end of this financial year (31st March 2017) 10,000 community toilet seats will be made functional to make JJ Bastis open defecation free and about 5000 more toilets will be added by June 2017. The specifications adopted for toilets have also been improved by providing ceramic tiles up to lintel height inside toilets, kota stone flooring inside and outside to improve cleaning facility which will improve hygiene. Special arrangements have been made for Divyangs and ramps provided in all toilet complexes. DUSIB has provided tap water to all WC seats in toilet complexes to improve hygienic condition for the users in the complexes. All signage has been standardised, improved and made more informative. Strict monitoring of the toilet complexes by deploying exclusive teams for regular inspections and Member (Expert) has been entrusted the work of monitoring the O&M of these complexes so that the good quality service can be given to the slum dwellers. The prefabricated toilet cubicles have also been improved by providing ceramic WC seat and aluminium chequered plate flooring instead of FRP material, which will make more hygienic and durable. For the first time, water has been taken to each toilet seat and where ever feasible, flushing system has also been provided as per feasibility. Each Toilet complex has been assigned unique Id for its proper maintenance and upkeep. Operation and maintenance (cleanliness and sanitation) will be improved in all the toilet complexes in slum bastis. Monitoring of all the toilet complexes will be done through in-house team of dedicated staff and designed Mobile App.

The Delhi government has given a policy recommendation to ramp up building of public toilets. Meanwhile, a drive has been launched to make JJ clusters open defecation-free. About 3,000 toilet seats have already been added or renovated in the period February-December 2015 in JJ clusters. Further work is to be done on this goal.
