AAP will simplify VAT rules, processes and forms. The 30 page long VAT form will be crunched into one page for traders. All communication with the concerned department will be online. Licenses will be applied for and received at home.

Deputy Chief Minister, Shri Manish Sisodia distributes Awards to the 68 winners of 7thdraw of ‘Bill Banvao Inaam Pao’ Scheme This is the 7th award distribution function of ‘Bill Banvao Inaam Pao’ Scheme 04 persons get prize of Rs.50000/- each. Total Number of uploaded bills are 68991 till August 2016. 268 Cancelled dealers doing business identified. 91 traders manipulating records identified. Rs. 2 crore collected as revenue from evaders. About 450 people awarded five times the bill amount. 23 people have won Rs. 50000/- each, the maximum amount of award under the Scheme. Rs. 3889625/- distributed as prize money till bills uploaded upto August, 2016. Consumers are now insisting on issuance of bills. Uncertainty over which bill is being uploaded is leading to better tax compliance. Each consumer empowered for invoice checking. New Delhi 21/11/2016 The Deputy Chief Minister, Govt. of Delhi, Shri Manish Sisodia, today awarded 68 winners of the 7th draw of ‘Bill Banvao Inaam Pao’ scheme of Department of trade & taxes, for the month of July & August 2016 at a function held at Delhi Secretariat. Shri K. K. Sharma, Chief Secretary Delhi and Shri H. Rajesh Prasad, Commissioner VAT were also present on this occasion. The prize winners were selected by draw of lots from the bills received, under the scheme, in the month of July & August 2016. Total 68 persons (List enclosed) were selected to receive the prize. The scheme was launched by Deputy Chief Minister, Shri Sisodia, on 18th January 2016, while launching “DVAT BILL’ App which is available on Google Play Store and Appstore. The App can also be downloaded by giving a missed call on 011-25776903. In the month of July & August 2016, 11 people got money of more than Rs.20,000/- including 4 persons who won a prize of Rs. 50,000/- each. Speaking on this occasion Shri Sisodia appealed the people to become Brand Ambassador of the Bill Banvao Inaam Pao Scheme to enable the Government to collect tax (Revenue) which will be further used for Delhi, its hospitals, roads, education, flyovers, better health & medical facilities for the welfare of the people. He also appealed the people to popularize the scheme Bill Banvao Inaam Pao Scheme, as it has become a movement against the tax evaders and is adding to the collection of tax. Shri Sisodia further said that by participating in the Scheme and uploading the bills, people have effectively ensured that the hard earned money they pay as VAT reaches the government for development of the city” he added. He thanked all the people of Delhi for their enthusiastic participation in the scheme. He also congratulated the winners present. He appreciated the efforts of the department in successfully implementing this innovative scheme. Concluding the function Sh. R. K. Mishra Spl. Commissioner thanked the present dignitaries and also members of bar, media and the departmental colleagues for the increasing impact of the scheme, which will go a long way for the development of Delhi. Bill Banvao Inaam Pao is a very important scheme of the department. The people are now insisting on issue for their purchase and are uploading the same through the App. The scheme has helped the department in identifying the tax evaders. Many bills uploaded through the App were issued by cancelled dealers. Moreover, on verification of the bills in the shops, manipulation in the records by some dealers was also detected. The department has initiated strict action against such dealers including launch of prosecution. Thus, by participating in the scheme and uploading the bills, people of Delhi have helped in catching tax evaders and dealers indulging in manipulation of records and other malpractices. The department of Trade & Taxes is highly thankful to the people who have uploaded the bills through the DVAT Bill App. Sh. H. Rajesh Prasad, Commissioner VAT congratulated the prize winners and also thanked of people who participated in the scheme in the month of July & August 2016 by uploading their bills.

Clarifying the position, the Commissioner of VAT, Shri H. Rajesh Prasad said that if any Dealer being inspected or person needs to clarify the identity or authenticity of any VAT official he may ask for his authorization letter and in case of any clarification may call 155055, 1800110066 (Helpline Desk).

Other services through mobile phone have also begun. 41,000 pending requests awaiting registration will, now, soon be registered through this DVAT MSewa App. In the last one year, a number of steps have been taken to end Inspector Raj in Delhi, making doing business a pleasant experience and resolving problems faced by the trader community The Department will soon start a special 24×7 helpline No.155055 backed by a professionally managed call centre to facilitate start of new business and resolve problems of registered dealers. Launching the unique App, the Chief Minister said that his government is committed to the welfare of traders, in providing opportunity and in promoting ease of doing business , noting that the resolution of their problems has been our top priority. He said that we are committed to make people a part of the governance. and that Traders contribute immensely to the development of Delhi by collecting VAT from consumers and depositing it every month with the Government. He said that for getting a business registered, an inspector was required to go and verify the address of the business and it took a lot of time and the traders felt harassed. Now, by launching this App, any businessmen can register himself with the VAT Department without any difficulty and harassment. What’s more, the department can also check the addresses of the bogus firms and can find out the details of numerous firms running from a single address. Commissioner, VAT, Shri S. S. Yadav informed that the Department will soon start a special 24×7 helpline No.155055, backed by a professionally managed call centre to facilitate start of new business and resolve problems of registered dealers.

Revised rates have given huge tax relief to the people of Delhi. New rates have become effective from 10th May, 2016. With issue of the notification, prices of many commodities are set to fall. Government of Delhi is committed to reduce air pollution in the city, promote health of people of Delhi and support eco-friendly modes of transport. To achieve this objective, the Government has reduced VAT on hybrid cars, battery operated vehicle and e-rickshaws from 12.5% to 5%. This step apart from promoting eco-friendly vehicles to reduce pollution in the city will also bring relief to large number of entrepreneurs earning their livelihood by plying e-rickshaws. With reduction in VAT on hybrid vehicles, it is expected that large number of consumers will shift from petrol/diesel vehicles to hybrid vehicles thereby bringing down vehicular emission. There will be tax rebate of lakhs of rupees to the buyers of hybrid vehicles With reduction in VAT on battery operated vehicles, it is expected that more players will come in the market thereby increasing availability and usage of these vehicles. The Government of NCT of Delhi is also committed to make VAT rates in Delhi the lowest in the country. To achieve this objective, a number of steps have been taken to rationalize the VAT rates. In the last financial year VAT on Timber was reduced from 12.5% to 5%. In the current financial year, with coming into effect of new rates, the VAT on a number of commodities including marble, sweets, namkeens, school bags, footwear and readymade garments has been reduced significantly. General tax rate in Delhi is already low compared to other states. The common man has got a big tax relief with reduction of VAT on footwear from 12.5% to 5%. Footwear costing below Rs.500 are totally exempted from VAT. Similarly, there is another relief to the consumers with substantial reduction in VAT from 12.5% to 5% on all kinds of readymade garments. The consumers should expect decline in prices of these commodities immediately. The new academic session has started and the Govt. of NCT of Delhi has given a gift to the school children and their parents by reducing the VAT on school bags from 12.5 to 5%. This is also another step in rationalizing the tax rates. The common man has also get another tax relief through reduction of VAT on sweets and namkeens from 12.5% to 5%. People can also expect reduction in cost of construction of their houses as marble will now be much cheaper as the VAT has been reduced on marble also from 12.5% to 5%. The buyers of watches can also look forward to financial savings as the VAT on watches has been reduced from 20% to 12.5%. It is expected that reduced rate of VAT will lead to better tax compliance. The Government appeals to the people of Delhi to help in preventing tax evasion and bringing tax evaders to the Book. People should insist on taking bill having TIN number on each and every purchase and upload the bills through DVAT Bill App. Participation of people will ensure that the VAT they pay to the shopkeeper actually reaches the government for development of the city.

With the combined efforts of the all officers and staff, the Department of Trade & Taxes has been able to achieve very good growth in VAT collection in the last 2 months. In the month of January, the department for the first time was able to collect more than Rs. 2000 crores as VAT in a month. Before this, in December 2015, the department achieved very high growth of more than 20%. The Commissioner VAT congratulated the awardees and appreciated the efforts of the entire team of the VAT department for their dedication and hardwork which has led to growth in revenue collection. He further appealed to them to keep working with greater enthusiasm to achieve the target set by the Government. He further said that the department is making all possible efforts to facilitate business and promote ease of doing business in the city. However, tax evaders and defaulters would be dealt with a heavy hand and no such dealers shall be spared.

The Delhi government introduced a new online form - Delhi Sugam 2 (DS-2) in September 2015 instead of the earlier T-2 form. This form is to be filled up online or through SMS, eliminating the need for long queues. The form is more user-friendly in comparison to forms of other States like Karnataka, Punjab, Uttar Pradesh, Bihar, Gujarat and West Bengal which seek much more information compared to DS2. As compared to the earlier T-2 form, the new form is shorter as well - the trader has to fill 17 fields instead of 33 columns in the older form. Further, only one DS-2 form is to be filled up for multiple invoices, multiple commodities and multiple sellers whereas in the earlier system, separate forms had to be filled for each invoice and each seller.
