Delhi Skill Mission
AAP will promote vocational education and skill development of Delhi's youth in schools and colleges, to bridge the real skill gap in Delhi. We will create the first ever Delhi Skill Mission to train and enable one lakh youth per year for the first 2 years, ramping up to five lakh youth per year for the next 3 years.

  • New Delhi: 16/01/2017 Delhi Government for more training institutes to enhance skill development in educational institutes The Delhi government will promote skill education in the National Capital by opening new vocational training centres and strengthening the existing ones. This was stated by the Deputy Chief Minister Mr Manish Sisodia on Monday in a meeting with a visiting delegation from Australia and senior officials of the Department of Education.
  • The main thrust was on setting up training institutes to enhance the training of educators and improve vocational courses and skill development programmes in the city. “There are priority areas wherein students need skill training. These include retail, hospitality, travel tourism and paramedics training,” said Deputy Chief Minister Manish Sisodia. “We need to set up some vocational trainers’ training centres where there is stress on the content, communication and presentation.
  • The main problem is that our structure of technical higher education is incomplete and lack avenues. We need to fix gaps here.
  • Avenues for further learning have to be explored by vocational bachelor courses which we are already running polytechnics. Students need much more than that,” Mr Sisodia said. Pointing out that Delhi already has a world class skill education centre in collaboration with the Singapore government, Mr Sisodia said more such institutes were required. “We also need a government instrument to do futuristic research and study trends in the market. Here we can develop a culture of skill training based on research and expertise,” he said.
  • While stressing on exchange of trainers and skill education, the Deputy Chief Minister also added that school vocational programmes too needed a push. He advocated setting up of a joint unit in this context.

  • New Delhi: 10/01/2017 Lt. Governor, Delhi Shri Anil Baijal inaugurated the 10 Skill Development Centres in the presence of Chief Minister, Shri Arvind Kejriwal in a function at Night Shelter at Tilak Nagar in West Delhi today.
  • Shri Baijal inaugurated all the 10 Skill Development Centres from the above venue by pushing the button on the computer, opening the Centres at Raja Garden for Basic Sewing Operator, Parda Bagh for Beauty Culture, Sarai Kale Khan for Basic Sewing Operator, Fateh Puri for Plumbing, Chabi Ganj for Plumbing, Yamuna Bazar for Basic Electrical, Tilak Nagar for Basic Electrical, Regar Pura Karol Bagh for Asstt. Cook, A-Block Motia Khan for Basic Electrical, Multani Dhanda for Plumbing
  • The function was attended by Minister of Urban Development, Shri Satyendar Jain, Area MLA, Shri Jarnail Singh, CEO DUSIB, Sh. V.K. Jain and Director, Technical Education Shri Manoj Kumar and other senior officers of the Government. The Lt. Governor appreciated the effort of Delhi Government for making people employable by providing them an opportunity making them skilled and earning their livelihood. He said that it is a good beginning and good initiative of the Government. Shri Baijal said “this is my first public function and I feel happy to be the part of this function.”
  • Shri Kejriwal expressed his heart-felt thanks and gratitude to the Lt. Governor for attending the function and encouraging the Government for taking up the projects relating to the welfare of the people.
  • Thereafter Shri Kejriwal inaugurated a Mohalla Clinic and Recreation Centre for the senior citizens at the Community Centre at 12th Block, Tilak Nagar. The Chief Minister also inaugurated the Shaheed Smriti Udyan near CRPF camp at Tilak Nagar. Appreciating the efforts of the DUSIB Shri Kejriwal said that DUSIB has done marvellous work for providing skill to the people living in night shelters. He said that the Government is doing a lot for the welfare of the people such as opening of toilet blocks, mohalla clinics and public parks in the different parts of the capital.

  • Delhi Govt signs MoU with German Federal Free State of Thuringia on higher education Delhi Government and the German Federal Free State of Thuringia on Monday signed a Memorandum of Understanding (MoU) for increasing cooperation in higher education.
  • On behalf of the Delhi Government, Deputy Chief Minister Mr Manish Sisodia and on behalf of the Federal Free State of Thuringia, Mr Georg Maier, State Secretary, Federal Free State of Thuringia signed the MoU at the Delhi Secretariat.
  • The MoU has been signed recognising the need for and benefits of increased co-operation and communication within the international community of universities, Centres of Higher Education and Research Institutions and desiring to establish mutually beneficial relationship which will encourage such co-operation and communication.
  • With the aforesaid MoU, both the sides shall encourage the following activities to expand and promote their mutual interests, to promote and encourage amongst the Universities, Centres of Higher Education, and Research Institutions in their respective states; a) Exchange of faculty members b) Exchange of academic publications and information c) Development of collaborative research During the signing of MoU ceremony, Mr Georg Maier, State Secretary, Federal Free State of Thuringia observed that India is the fastest growing economy and needs skilled man power, therefore, they are happy to co-operate Govt of Delhi in Education Sector.
  • The deputy Chief Minister also observed that co-operation will help in introduction of dual system of Education in Delhi. Delhi Govt plans to setup an institution on the lines of the University of Applied Sciences as in Finland and Germany.

  • In a bid to revive the Indian education system and provide a much needed boost to education in India, Delhi Government’s Bachelor of Vocation (B. Voc) programme aimed at bringing respite to thousands of unemployed youth in Delhi has seen tremendous response.
  • Nine colleges have already started offering skill based curriculum that will enhance opportunities for employment across a wide spectrum of fields be it IT, real estate, publishing, academics, electronics and HVAC industry. Commenting on the development Education Minister and Delhi Deputy Chief Minister, @msisodia, Govt of Delhi said “The government has taken great care to design the course, which will enable students to learn the necessary skills in their chosen subjects and be competitive.
  • The curricula have been prepared by academicians and industry experts on the guidelines of AICTE and UGC.
  • The students will learn through innovative teaching methodologies since it is predominantly a practical-oriented programme.” “We have already enrolled 750 students so far and I’m confident that this initiative will provide the much needed impetus in generating employment for thousands of unemployed youth that struggle for livelihood even after getting a graduation degree,” he added. He also said, “The Delhi government has taken several steps to improve the education system in Delhi and I am confident that this course will open up new vistas of employment for students.”
  • Among the courses offered under the programme are software development, mobile communications, applied arts (only for female candidates), construction technology, Interior design (only for female candidates), power distribution management, printing and publishing, and refrigeration and air conditioning.
  • To encourage enrollment and promote skill development the eligibility for admission to the course is Class 12 in any stream or 10+2 from ITI in relevant disciplines. More significantly, there is no age-limit.
  • The course will be conducted by nine government Institutes of Technology under the Department of Training and Technical Education.
  • The admission process is online and eligible students can fill the application forms online at the website Ipu.nic.in. The last date to apply online is June 30, 2016 till 4pm.

  • STATE STEERING COMMITTEE OF DELHI APPROVES REVISED INSTITUTE DEVELOPMENT PLAN OF SEVEN ITIS TO IMPART QUALITY TRAINING IN ITI TRAININGS THE STEERING COMMITTEE ALSO REVIEWED PROGRESS OF THE INSTITUTE MANAGEMENT COMMITTEES COVERED UNDER THE SCHEME OF UP GRADATION OF GOVERNMENT ITIS UNDER PPP New Delhi: 16/10/2015 In a high level meeting of State Steering Committee convened by its chairperson Ms. Punya S. Srivastva, who also happens to be the Secretary (TTE) of Delhi Government reviewed the progress of the Institute Management Committees (IMCs) of 9 out of 17 ITIs of Delhi covered under the Scheme of up-gradation of Government ITIs under Public Private Partnership.
  • The meeting was attended by the representatives of DGT, GOI Sh. Ramesh Babu Dy. Director Training and Sh. Yoginder Kumar, Training Officer and representatives of Industry partners viz. M/s Tata Motors Ltd, M/s IPGC Ltd, M/s National Thermal Power Corporation, M/s North Delhi Power Ltd, M/s V&S International, M/s Shiela Foam Ltd., M/s FCS Sofware Solution Pvt. Ltd.
  • The Chairperson emphasized about the quality training at ITIs as per the requirement of the Industry and desired that the training should be demand driven as the Industry Partners are well aware to the demand and supply of the ITI Graduates in the industry. She also assured the Chairmen/Chairpersons of the IMCs to cooperate in all manners in regards to improve the training standards for imparting the quality training to the trainees of ITIs enabling to generate the skilled manpower for the industry of the country and abroad as well. Also desired to hold the regular meetings of the State Steering Committee to review/monitor the progress of the IMCs.
  • The committee also approved the revised Institute Development Plan (IDP) of 7 ITIs which was required due to certain changes and amended guidelines for implementation of the Scheme “Up-gradation of Government ITIs through PPP” and keeping in view to impart the quality training in the ITIs. The following approvals were given: · The Chairman of IMC/Industry partner of ITI Narela will be M/S Tata Motors Ltd., Up-gradation of 14 NCVT trades, · Up-gradation of 7 trades of ITI Mayur Vihar, Introduction of new trades like Electrician, plumber, welder etc., ·
  • Introduction of 5 new trades at ITI Sirifort, up-gradation of 2 trades from SCVT to NCVT, · Up-gradation of 2 trades of ITI Malviya Nagar from SCVT to NCVT, · At IMC Jaffarpur, Introduction of 8 new NCVT trades, up-gradation of 8 NCVT trades. · At ITI Jahangirpuri, upgradation of 2 trades welder & COPA from SCVT to NCVT, 3 new trades e.g., Mechanic Auto Electrician and Electronics, COPA etc. · At ITI Nand Nagri, upgradation of 3 trades electrician, Ref & AC, COPA and introduction of new trade Mech. Auto Electricals and Electronics. In collaboration with Tata Motors proposal for development of Driving Training School will be explored at ITI Narela.
  • Further, in collaboration with industry partners possibility of setting up production centres at ITI Mayur Vhiar and ITI Jaffarpur will be explored, so that the students in addition to real time technical skills imbibe entrepreneurial capabilities. Secretary (TTE) Ms. Punya S. Srivastva and Director Training & Technical Education, Shri Manoj Kumar committed for effective implementation of the scheme of Up-gradation of Government ITIs through PPP in Delhi so that the skilled manpower can be made available for the industry and desired the regular interaction of Industry and IMCs for the success of Scheme.

  • DELHI GOVT INITIATES DIALOGUE WITH UK, GERMANY, FINLAND AND BRAZIL FOR SKILL & TECHNICAL EDUCATION DELHI IS SET TO GET SKILLS UNIVERSITY IN COMING DAYS DEPUTY CM MANISH SISODIA PARTICIPATING IN WORLD SKILL EDUCATION CONFERENCE New Delhi: 14/08/2015 Delhi Government has initiated a high level dialogue with the Education Ministries of Finland, Brazil, UK and Germany.
  • The key focus of the dialogue is Skills and Technical Education. The dialogue is aimed to adopt the best practices and systems of the world in setting up of the Delhi Skills University later this year.
  • The pioneers of the Skill Education from across the world including Finland, Brazil and United Kingdom are being roped in to partner with the Delhi Government in transformation of the overall education in the national capital. Deputy Chief Minister of Delhi, Mr Manish Sisodia is currently participating in the World Skills 2015 at São Paulo, Brazil.
  • The Government of NCT of Delhi is on course to make Skills Education a dignified and futuristic field for the students of Delhi.
  • The World Skills Competition takes place every two years and is the world’s largest and most important competition in the field of vocational education. Represented by the best students chosen through the national competitions in their countries, the competition showcase individual and group technical abilities to carry out the specific tasks that they are being trained in and will work with in future.
  • Competitors from 57 countries simulate real work challenges that must be completed to international standards of quality. Besides emphasizing the importance of vocational education to students, companies as well as governments , the Competition also presents an opportunity for industrial and governmental leaders and experts to gather and exchange information on the best practices in vocational education. The 43rd World Skills Competition is taking place at São Paulo, Brazil from 11/8 to 16/8.
  • 1192 competitors from 57 countries are participating. The Competition is being co-organized by World Skills International along with the National Service for Industrial Training (SENAI), which is one of the five largest complexes of vocational education in the world. India is participating in 27 skills competition with contingent of 29 competitors. Dy CM, Delhi congratulated and cheered up the Indian contingent.
  • The delegation of Delhi Government led by Shri Manish Sisodia had detailed discussions with World Skills President Simon Bartley and David Hoey, CEO about expansion of meaningful and job oriented vocational and technical education in Delhi. Dy CM also initiated discussions to host World Skills Competition 2021 in Delhi.
  • The next edition of Competition will take place in 2017 at Abu Dhabi. Mr Sisodia held discussions with the senior officials of the Ministry of Education , Finland, Finnish National Board of Education , Finnish Academy for Skills Excellence, Hame University of Applied Sciences to explore the possibility of institutional level tie-up and to adopt the best practices in the world.
  • During his visit to SENAI, Mariano Ferraz Campus, São Paulo, Mr Sisodia held detailed discussions with the top management, faculty and research administrators about setting up of Delhi Skills University on the lines of SENAI, which has current enrollment of over seven lakh students. He also interacted with the students of SENAI in their classrooms.
  • An MoU between Delhi Government and SENAI is expected shortly. The visit is being coordinated by the senior officers of Indian Embassy, Brazil and the Indian Consular General at São Paulo. Deputy Chief Minister also visited the São Paulo University and held meeting with the President and Senior Members of the Federation of Industries of the State of São Paulo.
