Just And Fair Policy For E-Rickshaws
E-rickshaw drivers of Delhi spent many months mired in confusion. They lost their livelihood for months due to the BJP’s policy paralysis. AAP will formulate a clear policy and standards for the ownership and operation of e-rickshaws, keeping safety aspects in mind.

Delhi Government to provide subsidy worth Rs seven crore to registered E-Rickshaws Delhi Government on Tuesday decided to provide a subsidy of over Rs Seven Crore to 3382 E-rickshaws registered with the Transport Department, in its ongoing efforts to encourage non-polluting modes of public transport for last mile connectivity to curb air pollution in the national capital. The decision on grant of subsidy for registered E-Rickshaws was taken in a meeting of the senior officials of the Environment Department and the Delhi Pollution Control Committee, chaired by the Environment & Forest Minister Mr Imran Hussain. Mr Hussain stated that the Environment Department and the Delhi Pollution Control Committee have finalised the subsidy amounts for the E-Rickshaws registered with the Transport Department, from the Ambient Air Fund. The break and details of this financial help for environment friendly last mile connectivity E-Rickshaws are as follows : 1) Subsidy at the rate of Rs 15,000 each will be provided to 2027 E-Rickshaws which were registered till 31.03.2016. 2) Further, subsidy at the rate of Rs 30,000 each will be provided to 1355 E-Rickshaws registered with effect from 01.04.2016 and onwards. The registered E-Rickshaws will receive this financial aid soon in the month of February. Presenting the budget for the current financial year on 28th March 2016, Deputy Chief Minister and Finance Minister Mr Manish Sisodia had stated :“ Our Government is promoting E-rickshaw for last mile connectivity in Delhi. In the current year (2015-16), Rs 4.97 crore has been given as subsidy to 3709 owners of battery operated vehicles and E-rickshaw. I propose to enhance one time fixed subsidy for E-rickshaw from existing subsidy amount of Rs 15000 to Rs 30000 for every E-rickshaw that has been registered by the Transport Department.”

An e-rickshaw policy has been announced. The mechanism for registration of e-rickshaws has been established. A subsidy of Rs.15,000 has been announced to encourage e-rickshaws, which will be enhanced to Rs.30,000 very soon. Around 4600 e-rickshaws have already been registered till date.

Transport Minister, Gopal Rai on Wednesday said the department would soon hold a meeting with the MCD, environment department and other concerned departments to decide an action plan for the implementation of the National Green Tribunal (NGT) order. · Mr Rai said the transport department will conduct an open reality check on 10 year-old and five year-old diesel vehicles from 21st April at Burari Authority. Target of testing 100 commercial vehicles daily has been set. · The minister said the transport department has successfully started the registration of e-rickshaws. Two e-rickshaws have been successfully registered at Loni and Raja Garden. · Simplified procedure for registration of e-rickshaws has been framed and pamphlets in Hindi have been printed giving information about the registration process. · Till date 24,441 learning licenses have been issued by the transport department. 22984 PSV applications have been received, 21833 applications have been forwarded for police verification, and 782 applications have been received after police verification. · Delhi Finance Corporation has also agreed to provide loans for the retro fitment required to be carried out in the e-rickshaw prior to registration. The loan will be available at 13% reducing rate and will be for a period of two years. · Mr Rai said that transport department has approved seven models for new e-rickshaws. Once the manufacturers appoint the dealers for sale of the e-rickshaws, interested persons can also purchase new e-rickshaw and get them registered · Government of Delhi is also forwarding a proposal to MoRTH Government of India for relaxation of the cut of date of 30th November 2014 for registration of existing E-rickshaws. Around 20,000 E-rickshaw owners are likely to be benefited through this relaxation.

Government of NCT of Delhi 20th February 2015 Delhi government to start the process for plying of e-rickshaws in the national capital by initiating licensing and registration camps from Monday The government is committed to ensure last mile connectivity and environment friendly e-rickshaws in the national capital. Delhi government will speak to the central government if required, to remove all bottlenecks in the way of plying e-rickshaws on Delhi roads. The new government wants e-rickshaws to ply legally and under regulations, but poor drivers must not be harassed. State government will look into regulated fares and roads on which these e-rickshaws can ply. The transport department, Govt. of Delhi will organize facilitation camps for issuing learners licences, PSV (Public Service Vehicle) badges and registration of e-rickshaws between February 23-28 this month. These camps will be organised in the Transport Authority offices at 13 locations namely – Mall Road, IP Depot, Sheikh Sarai, Wazirpur, Mayur Vihar, Surajmal Vihar, Raja Garden, Rohini, Janakpuri, Palam, Vasant Vihar, Loni and AR Unit Burari. The timing for these camps will between 10 Am to 4 PM everyday. Transport minister Mr Gopal Rai will be inspecting the camps to supervise smooth functioning of these camps. All the e-rickshaw owners and drivers may contact the respective Motor Licensing offices and fill up the learner licences and PSV Badge application forms in these camps. Assistance will be provided for filling up the application forms and oral tests will be conducted. The application fees for learner licences has been fixed at Rs 30. The documents required are – physical fitness (form-1), Medical certificate, proof of residence, proof for date of birth like voter identity card and photographs.
