Dated : 26/12/2015 Chief Minister received an SMS on Friday i.e. 25.12.2015 evening, from some auto drivers regarding certain irregularities in distribution of Letters of Intent regarding new autorikshaws by the Transport Department. He immediately contacted the Transport Minister, who informed that similar reports had also come to his notice during the last two days. The Transport Minister had already made preliminary enquiries in the matter and his findings were as under:- 932 LOIs have been issued by the Transport Department for new autorikshaws during the current process which started from 21.12.2015. The applications for new autorikshaws were received in January, 2015. Two kinds of irregularities were revealed in the preliminary enquiries : The LOIs were issued on pick and choose basis despite orders of the Transport Minister to follow chronological order. The LOIs were being handed over to certain intermediaries/unauthorized persons instead of the beneficiaries/applicants. This fact was also brought out during the preliminary enquiry by contacting the beneficiaries/applicants telephonically. On receiving this information from the Transport Minister, the Chief Minister convened a meeting with Dy Chief Minister, Transport Minister and Minister of Health and Family Welfare/PWD/Power along with other Senior Officers on 26.12.2015 at 8.00 AM. After detailed discussions on various aspects of the matter, following decisions have been taken: All 932 LOIs issued by the transport department till date are scrapped. The exercise of issuing LOIs has been put on hold. The matter has been referred to Vigilance Department of Government of NCTD for further enquiry. The matter will be referred to CBI for investigation if so warranted on the basis of report of Vigilance Department. The following officers/officials of the Transport Department are being placed under suspension with immediate effect: Sh. S.Roy Biswas, Dy Commissioner. Sh. Manish Puri, Inspector. Sh. Anil Yadav, UDC. OFFICE OF MINISTER OF TRANSPORT, GNCT OF DELHI On 23rd December, 2015 I had received some complaints about irregularities in issuance of Letter of Intents (LOIs) to auto drivers at Burari Authority of Transport Department. Based on these complaints I had held a meeting with the Joint Commissioner (Transport) and other officers at my Camp Office on 24.12.2015 and issued directions to enquire in the complaints. It was alleged that many LOIs have been issued in pick and choose manner and the process was not transparent. It was also discussed that the process of issuing LOIs in alphabetical manner is not good and the chronological order of date of receipt of application should be followed. However, on making further enquiries telephonically by Sh. Sanjeev Jha, Honourable MLA and Parliamentary Secretary revealed that the LOIs have been actually available with the Financiers and auto dealers and not with the applicants. It was also found that the process of allotment of LOIs was done without following either the alphabetical order or the chronological order. In view of the above alleged irregularities, the following officers/officials may be placed under suspension and the matter be referred to Vigilance Department for a detailed enquiry. Sh. S.Roy Biswas, Dy Commisisoner (ARU). Sh. Manish Puri, Inspector. Sh. Anil Yadav, UDC. (Gopal Rai) Minister of Transport, GNCT Pr. Secretary (Transport)
